Rumberger Kirk & Caldwell Names Three New Partners in Florida
MIAMI and ORLANDO, Fla. – February 3, 2015 – Rumberger, Kirk & Caldwell is pleased to announce that three attorneys in it's Miami office have been elected to partner— Stephen K. Talpins, Dennis A. Nowak and Monica C. Segura.

Talpins is an advocate, consultant and trial attorney who represents clients in the commercial (premises and products liability), substance abuse (alcohol and drugs), correctional (criminal justice) and public (government and non-profit) sectors.
Talpins is the Co-Founder, Chairman of the Board and former Chief Executive Officer of the National Partnership on Alcohol Misuse and Crime (NPAMC), an inclusive non-profit public-private partnership based in Washington, DC that is committed to identifying, developing, and promoting criminal justice programs that improve public safety, reduce recidivism and change lives for offenders who misuse alcohol. He also served as Vice President of the Institute for Behavior and Health. Talpins previously worked as the Vice President of Industry Relations for Alcohol Monitoring Systems, Incorporated (AMS), manufacturer of an ankle bracelet that detects alcohol use transdermally. Based on his work, the Century Council named Talpins one of the “20 People to Watch” in 2011.
Talpins formerly was National Director of Public Policy for Mothers Against Drunk Driving (MADD), Director of the National District Attorneys Association – American Prosecutors Research Institute’s National Traffic Law Center (NTLC), a National Highway and Traffic Safety Administration (NHTSA) and National Association of Prosecutor Coordinators (NAPC) Prosecutor Fellow and an Assistant State Attorney with the Miami-Dade County (Florida) State Attorney’s Office.
Talpins is a frequent lecturer and author of several articles, monographs and a book chapter. In 2014, he was named a “White House Advocate for Action” by the Office of National Drug Control Policy. He has received numerous other awards and commendations including the National Commission Against Drunk Driving (NCADD) Adjudication Award for Outstanding Prosecution, Citizens Against Drug Impaired Driving (C.A.N.D.I.D.) Award for Outstanding DRE Achievement, and MADD Florida Outstanding Prosecutor Award. He earned a law degree, cum laude, from the University of Miami School of Law.
Nowak focuses his practice primarily on commercial litigation. An experienced trial lawyer for nearly thirty years, he represents public and private companies, including financial institutions and their officers and directors in a wide range of complex business disputes. Nowak often represents clients in high-stakes litigation and defends them in securities class actions, shareholder derivative lawsuits, securities litigation including corporate governance litigation, business torts, internal investigations, letters of credit disputes, loan defaults, mergers and acquisitions, lender liability and real estate litigation. He also represents clients in investigations and enforcement actions by the Securities Exchange Commission, the Federal Deposit Insurance Corporation (FDIC) and other regulatory agencies.
In his professional liability practice, Nowak represents both attorneys and accountants in matters arising from a variety of claims such as breach of fiduciary duty, fraud and negligence.
Nowak is Chair-Elect of the board of directors for the YMCA of Greater Miami. He earned a law degree, cum laude, from the University of Miami School of Law.
Segura practices in the areas of construction, casualty and toxic torts. As part of her practice, she defends general contractors, subcontractors, and developers against multi-million dollar construction defect claims by individual homeowners and homeowners associations. Her practice also includes the handling of premises liability claims against hotels and other retailers. Segura also participated extensively in the defense of contractors and developers in state and federal Chinese drywall litigation. In particular, she defended contractors facing claims that were unique to product liability issues and construction matters in the Multidistrict Litigation (MDL) in Louisiana.
Active in professional and community organizations, Segura served on the Board of Directors of the Cuban American Bar Association and the Board of Governors of the Florida Bar Young Lawyers Division. She was also the Treasurer for the Florida Association for Women Lawyers (FAWL), Miami-Dade Chapter, after serving on its Board of Directors for a number of years. She is a member of the American Bar Association, Dade County Bar Association, Coral Gables Bar Association, and The International Women’s Leadership Association.
Segura has received a number of distinctions in recognition of her contributions to the community. She is the recipient of the 2013 President's Award, the highest recognition by the Miami Dade Chapter of FAWL for leadership and service. She also received the Daily Business Review “Rising Star 40 Under 40 Award.” The International Women’s Leadership Association has registered Segura as a “Woman of Outstanding Leadership.”
Segura earned her undergraduate degree, magna cum laude, in Broadcast Journalism and Criminology and her law degree from the University of Miami.
